When Shigaraki Tomura was first introduced in the story, he was just a man-child simply doing what he wanted to without any thought. His ragtag group of allies, too, reflected these values.

As of the end of season 5 of My Hero Academia, League of Villains couldn’t be more of a threat, thanks to Shigaraki, who is now one of the finest villains in modern shonen.

His hate and resentment towards the hero society and All Might had no basis in the beginning. This made him seem uninteresting and edgy for no reason. That is until we get his back story in the My Villain Academia arc.

In episode 23 of the season, we see how abuse from his father and the bystanders in his family pushes him into a negative state of mind, which helps him awaken his quirk. Dejected after what he has done, he is found by All for One, who grants him a new name and a costume to comfort him.

Somewhere along the way, he suppressed his memories and thereby the true nature of his quirk. During the battle with Meta Liberation Army, he recalled all the memories and is able to awaken his true quirk again. By doing so he ultimately won the fight.

In all of this, not only does he gain physical prowess but also gains perspective about what he has to do and how. He recognizes his shortcomings and how to overcome them. He finally realizes the threat heroes pose and how strong they are.

Finally, he pursues Garaki to grant him more power to destroy the whole society. The Shigaraki who failed in his attack at USJ would never have the patience to go through this ordeal.  

Heroes will now have to overcome the Angel of Death and his army to prevent society from falling apart. A war is coming next season, and it isn’t going to be pleasant.
