The operation turns out to be a huge success as it gives him the ability to vibrate 15 times faster than any normal person. Later, he learns how to use his shaking ability like a deadly weapon.

However, the chapter reveals shaking isn’t his only ability. The alteration in the hypothalamus enhanced his vision to an extent where he can dodge Okubo’s super-fast jabs quite easily.

Despite his sloppy movements, Terashi successfully evades Okubo’s attacks and even manages to counter back. Furthermore, the operation has drastically improved his processing speed of visual information, thereby allowing him to react accordingly.

In other words, the Emperor’s eyes are an artificial version of Kazuo and Koga’s Fist eye. However, according to Terashi, his eyes are far more superior and precise than the Fist eye.
