1. Who is Ruokyugui?

Ruokyugui, meaning “Green Bull,” is an alias for Aramaki, as revealed in chapter 1053 of the One Piece manga.

He is a part of the “New Generation”  as he filled in the position of an admiral after the Summit War when Aokiji had resigned, and Akainu had moved up to the rank of fleet admiral.

He was quite an enigmatic character until the climax of the Wano Country Arc. Even his name wasn’t known, he was simply referred to as the “Green Bull.”

Let’s delve into his powers and Devil’s fruit.

2. How strong is Ruokyugui?

As an Admiral, he obviously has a lot of brute strength, insane devil fruits, after all, they are the Marines’s greatest weapons.

Donquixote Doflamingo dubbed Ruokyugui and Fujitora as monsters of the Navy. Now, that carries some weight.

A. Devil Fruit

Ruokyugui consumed a Logia-type devil fruit, Mori Mori no Mi, one of the rarest kinds that manipulates some sort of natural element.

Here, Ruokyugui can produce and manipulate any kind of flora. He can turn into vines, crush his enemies like a snake, and attack masses at once.

He could turn into a dandelion and fly, sounds like a fairy, right?

Guess what, it gets even better: he can absorb water from anyone, just like a plant’s roots.

Like that time in Udon Prison, he sucked water out of Babanuki and the others through root-like extensions and left them as shriveled-up vegetables.

In addition, this man has been on some sort of hunger strike and hasn’t eaten for 3 years, but since he functions like a plant, it’s safe to say he undergoes photosynthesis to survive. Sounds like he’s a durable cactus.

All these qualities make his devil fruit extremely powerful and unique.

B. Haki

Being an Admiral, he is obviously a proficient user of Haki, so far, he is seen to be deft with the Armament and the Observation Haki.

He displayed his Armament Haki when he withstood fire attacks from Sabo. He even covered his root type of extensions in it.

Not much has been depicted so far, but he can withstand Conqueror’s Haki as well, as seen at the end of the Wano Country Arc, where Shanks used it.

C. Weapons

Ruokyugui is seen carrying a black sword at his waist. However, he hasn’t been seen using it, so we can’t assess his proficiency at it.

Perhaps he is too deft at it and felt like his enemies weren’t worth seeing his wrath with his sword.

However, the last two wielders of black swords were Dracule Mihawk, aka Strongest Swordsman in the World, and Shimotsuki Ryuma, aka Sword God.

Both of their blades had turned black due to excessive use of Haki. This is a fact that Mihawk told Zoro during training sessions.

So, to add it up, Ruokyugui is probably a highly proficient user of Haki and is super skilled at wielding his blade.

3. Would Ruokyugui win over Luffy?

This question might have popped up in your head as he was sent to Wano to arrest Luffy and his crew.

Ruokyugui will not be able to win over Luffy as Luffy has transcended and has reached the level of Yonko’s as he took down Kaidou, aka Kaidou of the Beasts.

Unless he gets some additional help, or it would have been possible if he had attacked Luffy and his crew right after they took down Kaidou and Big Mom without giving them time to respite and charge up.
