Top 20 Strongest Legendary Pokemon Of All Time, Ranked!

In the Poke-verse, Legendary Pokemon are the cream of the crop – they are the oldest ‘mons in the business with skyrocketing stats, the hottest designs, and the best skills – literally, the things of legends.

I haven’t based my list plainly on base stat totals though, the ranking, otherwise, would have been pretty straightforward. My ranking is based on a combination of lore, canon, ability, strength, moves, and well, the definitive badass factor that cannot be denied.

Honorable Mention: Arceus, the Original One, is the strongest Pokemon of all time. He’s literally the God of Pokemon and the creator of the Poke-verse. But, he’s a Mythical Pokemon who couldn’t be included in this list of legendary Pokemon.

So, although newer Legendaries may have higher stats due to power creeping, none can defeat the Creator itself.

Regigigas, often called the “Colossal Titan” of the Pokemon world, is one of the most powerful Legendary Pokemon ever.

According to the Sinnoh legends, Regigigas has the strength to MOVE CONTINENTS and is the creator of the five Legendary Giants (Regirock, Registeel, Regice, Regieleki, and Regidrago). This makes Regigigas, pound for pound, the strongest legendary Pokemon of all time.

It is a Ground/Normal-type Pokemon that has captured the fascination of trainers for generations.

What truly sets Regigigas apart in the games is its unique ability, “Slow Start,” which weakens the not-so-gentle giant’s attack and speed stats. And yet, it’s so hard to defeat the titan.

In the Poke-lore, Regigigas is said to have played a crucial role in shaping the world’s very landscape due to his ability to move continents.

For #19, I couldn’t decide who is stronger, so it’s a tie.

The Eon Duo, Latios, and Latias, are Dragon/Psychic-type Legendary Pokemon known for their grace, speed, and psychic abilities.

The male counterpart, Latios, can fly at incredible speeds with insane agility. Its keen intelligence and psychic powers make it a formidable opponent in battle.

On the other hand, Latias, the female counterpart, exudes elegance and grace. With a caring and empathetic nature, she’s known for the ability to soothe the emotions of those around.

One would imagine that Latios is far above Latios due to its offensive capabilities, but the latter’s defensive strength will make Latios sweat.

Speaking of capabilities, let’s talk about their mega evolutions. In this form, Mega Latios and Mega Latias gain access to a broader movepool and heightened stats, particularly in Special Attack and Speed.

Let’s skip a few generations and talk about this badass horse rider from Gen VIII.

Calyrex is one of the newer additions to The Crown Tundra – the second edition in the Sword and Shield Expansion Pass, following The Isle of Armor.

Like Kyurem, Calyrex can fuse with other Legendary Pokemon to boost its stats quite a bit. It does so with the horses Spectrier or Glastrier to form either Ice Rider or Shadow Rider Calyrex.

In its Ice Rider form, Calyrex gains control over the icy terrain, bringing forth frigid blizzards and commanding the power of winter.

In comparison, the Shadow Rider form allows Calyrex to harness the energy of the shadows, granting it spectral powers and unparalleled speed.

Calyrex’s story and abilities are deeply intertwined with Galar’s history. As the “King of Bountiful Harvests,” Calyrex reigns over the land, ensuring prosperity for all.

Lugia is the Psychic-Flying Legendary and the Version Mascot for the Gen 2 Pokemon Silver. It makes one-half of the Tower Duo, along with Ho-oh.

Lugia is the guardian of the seas and the Trio Master of the Legendary Birds (Zapdos, Articuno, and Moltres).

Poor Lugia is so powerful that it can cause destructive storms with a mere flap of its wings. And that’s why it HAS to isolate itself from the world and rest in the deep seas to avoid causing calamity.

In the games, Lugia is an absolute beast. It can heal itself and take major hits like a tank. The only reason it’s one lower than Ho-oh is because Ho-oh’s Regenerator ability is marginally cooler than Lugia’s Multiscale.

That’s not all – legends say it once quelled a catastrophic clash between the Legendary Birds. Talk about a legendary resume!

You aren’t a true Pokemon fan if you don’t remember Ho-oh. It’s the first ever legendary Pokemon to appear in the anime. It’s the golden phoenix Ash sees at the end of episode one, I Choose You!

Yep, that was Ho-oh, the Legendary Fire-Flying Guardian of the Skies and the Version Mascot for the Gen 2 Pokemon Gold.

It foreshadows Ash’s adventurous journey and shows that he has a heart of gold since it only appears to pure-hearted trainers.

Being an absolute chad, Ho-oh can revive any Pokemon from the dead. In the lore, it resurrects the Legendary Beasts (Raikou, Entei, and Suicune) and is thus known as the Trio Master of the Legendary Beasts.

Although Ho-oh doesn’t fully control its Regenerator ability, it has good special attacks and devastating fire moves like Sacred Fire.

They say Ho-Oh once soared over the tower of Ecruteak City, signaling a bright future for those who saw it.

Quick Note: Rankings #11 through #15 are debatable and can be interchanged with solid arguments. The duos of Solgaleo-Lunala, Reshiram-Zekrom, and Zacian-Zamazenta are almost equally strong. I could only establish these rankings by using a cheat: power creeping.

Moving on, we have another tie: Solgaleo and Lunala, the Radiant Beasts of Alola.

Solgaleo, representing the sun, is incredibly strong even among Legendary and Mythical Pokemon. Its signature move, “Sunsteel Strike,” is a devastating Steel-type attack that can pierce through virtually any defense. Solgaleo’s prowess on the battlefield mirrors its role as a protector of Alola.

Lunala, representing the moon, is not far behind. As a Ghost/Psychic-type Pokemon, its signature move is “Moongeist Beam.” This move harnesses the power of the moon to quite literally obliterate foes.

According to the Unova lore, The Tao dragons are said to be 3 parts of the Original Dragon.

Theoretically, if Kyurem simultaneously fuses with Zekrom and Reshiram, it could attain the ultimate form – Perfect Kyurem, becoming the Original Dragon.

These two Gen VI Legendary Pokemon make up two-thirds of the Aura Trio originating in the Kalos region. Xerneas is a Fairy type representing creation, while Yveltal is a Dark-Flying type Pokemon, the sign of destruction.

Mew is the ancestor of all existing Pokemon. It is a Mythical Psychic type Pokemon that is said to contain the genetic composition of the entire species.

If Mew is the OG Mythical, Mewtwo is the OG Legendary. Team Rocket scientists created the latter by cloning and splicing Mew’s DNA to make it the world’s most battle-ready Pokemon.

Mewtwo had the highest stats in the games for the longest time, especially with its Mega Evolution into 2 forms – X and Y.

Mega Mewtwo X

Mega Mewtwo X is the mega-evolved form of Mewtwo that amplifies its physical prowess to a new level.

It boasts boosted Attack and Defense stats, making it a fearsome physical attacker. It can access potent moves like “Drain Punch” and “Low Kick,” allowing it to strike hard while recovering health.

Mega Mewtwo Y

Mega Mewtwo Y takes a different path, emphasizing its Psychic abilities. Its Special Attack reaches staggering heights, making it one of the most potent Special Attackers in the Pokemon world.

The Water-type Kyogre and Ground-Type Groudon are two-thirds of the Legendary Weather Trio introduced in Pokemon Gen 3.

They’re each other’s greatest rivals and start fighting with the first sight of each other. One could argue that Kyogre (base form) is stronger than Groudon, but Pokemon historians know they have sat at a stalemate since ancient times.

Kyogre was already massively powerful before it acquired its Primal Reversion in Omega Ruby.

Primal Kyogre has the best Special Attack and Special Defense stats among all the Water types and is the strongest Water-type Pokemon ever.

Its Water-type moves become devastatingly potent, and its iconic ability, “Primordial Sea,” summons ceaseless rain, negating all Fire-type attacks. 

In contrast, Primal Groudon’s reversion solidifies its dominion over the earth and flame. Its Fire-type moves become cataclysmic, and its “Desolate Land” ability summons an unrelenting sunlight that nullifies all Water-type moves.

According to Hoenn legends, Kyogre first created the ocean by calling upon rain in its Primal form. And Primal Groudon created the land using magma. I’d like to believe that Groudon ordered Regigigas to “move the ground and form continents” after creating the land we see in the Pokeverse.

Rayquaza is the master of the Weather Trio and the only one who can keep Kyogre and Groudon in line. Groudon and Kyogre’s calamitous feud threatened to destroy the planet, and it was only due to Rayquaza that the battle ended.

But the catch is that Rayquaza (base form) was able to stop Primal Groudon and Primal Kyogre with relative ease. So, one can only imagine how strong Mega Rayquaza would be.

Rayquaza has lived millions of years in the ozone layer, and Mega Evolve through the power of meteorites that it consumes for sustenance.

The Delta Stream ability, unique to Mega Rayquaza, summons strong winds that distort the effects of super-effective moves against Flying-type Pokemon. It also has pretty unrivaled moves – like its signature, Air Lock, which can prevent any weather ability from activating and end the weather itself.

It can even blow away attacks with 100% accuracy. This ability essentially grants Mega Rayquaza immunity to its traditional weaknesses, rendering it an almost invincible force in battle.

Necrozma is a Psychic-type Legendary Pokemon introduced in Gen 7 and has quickly become a fan favorite after uprooting the long-standing Rayquaza from its Top 3 position.

Necrozma is a member of the Light Trio, along with Solgaleo and Lunala. It has 3 forms in addition to its Normal Prism Forme and gains new powers when transforming.

Dusk Mane Necrozma is a Psychic-Steel type, Dawn Wings Necrozma is a Psychic-Ghost type, and Ultra Necrozma, its strongest form, is a Psychic-Dragon type. Its total stats are a blazin’ 754, the fourth highest in BST.

In its Ultra form, Necrozma absorbs the light of either Solgaleo or Lunala and can use the exclusive Z-move Light That Burns the Sky. It can burn the world with its lasers and – wait for it – drain the light from the sun, leaving Earth in darkness.

Furthermore, Ultra Necrozma possesses the unique ability “Neuroforce,” which boosts the power of its super-effective moves, making it a potent force on the battlefield.

Do you know what’s worse than removing Rayquaza from the top 3? It’s removing Rayquaza from the top 2!

Eternamax Eternatus, the cosmic colossus of Pokemon lore, takes the coveted second spot in the pantheon of legendary Pokemon.

After almost a decade-long reign, Eternatus uprooted Mega Rayquaza with a whopping 1125 stat total and undeniable strength. Power creeping at its best, amirite?

Eternatus is one of the newer Legendaries introduced in Gen VIII. In Sword and Shield, it was revealed that Eternatus might be the creator of the Dynamax phenomenon: it was previously inside a 20,000-year-old meteorite, and its core absorbed the energy from the surrounding Galar region to stay active.

What’s unique about Eternatus’ Dynamax (Eternamax) form is that it gives him infinite energy, warping spacetime itself.

In battles, this behemoth is a force of nature. It commands moves like “Dynamax Cannon,” which deals massive damage to Dynamax Pokemon, and “Eternabeam,” a move of such sheer potency that it can obliterate almost any foe with a single hit.

Eternamax Eternatus’s lore is equally enthralling. It’s depicted as capable of unleashing unimaginable destruction and chaos upon the Pokemon world.

How broken do you have to be to outclass power creeping itself? The answer is as broken as the Creation Trio introduced in Gen IV.

The Creation Trio are the strongest Legendary Pokemon of all time, bar none. Each member, Dialga, Palkia, and Giratina, is equally strong and thus tied for #1. All three are literal gods of the Poke-verse and arguably the strongest Pokemon, being only second to Arseus, the Pokemon God and creator.

Dialga is the Steel/Dragon type and can manipulate time, while Palkia is a Water/Dragon type that controls space or matter. Their third member known for its destructive abilities is Giratina, Ghost/Dragon type, which controls the antimatter.

According to Sinnoh legends, these ancient deities are responsible for the universe’s flow: Dialga’s heartbeats constitute the rhythm of time, and Palkia’s breath stabilizes the space within the cosmos. And Giratina is the harbinger of doom.

Originally, Arceus tasked Giratina to create the universe with the help of Dialga and Palkia. But Giratina, a being that could control antimatter, was too powerful to handle. Additionally, it was hella aggressive and was, therefore, banished into the Distortion World.

I’d say Giratina is kind of like the Satan of ‘mon-verse, what with Arceus playing God and exiling him for being violent and disobedient.
