It happens after Tareo (the boy he saves again and again) gets Kidnapped by Royal Ripper and Bug God to the Monsters HQ.

At the Monsters HQ, Garou defeated Royal Ripper and other monsters he devoured. Though he devoured these monsters and the monster cells, Garou’s body had already been undergoing the monsterization process, accelerating it further.

In addition to the process of monsterization, after fighting with Overgrown Rover and Orochi, Garou kept getting stronger and broke his limiter.

Here’s the Longer answer and recollection of the epic battle between Garou and Saitama.

In chapter 164 of the manga, we see Garou doing everything in his power to defeat our B-class hero, Saitama.

It’s not that Garou wasn’t strong enough in his monster form, it’s just that Saitama is way stronger, unfathomably stronger, to say the least.

Garou attacked Saitama with such force that the tectonic plates literally shifted, and people thought that a natural disaster like an earthquake was taking place.

All these efforts were futile against Saitama, and then when Garou finally succumbed, God appeared in a physical form rather than cubes, as he usually does, and bestowed Garou with some immense powers.

Turns out, even this “God” is Saitama’s opponent, as he refers to him as “The Fist That Turned Against God.”

Garou entered the “Cosmic Fear Mode,” in which Garou gained knowledge of the cosmos and the flow of energy.

He developed a new fighting style and used the “All Life Eradication Fist.” It was so powerful that it felt like Nuclear Fission.

They were fighting at such speed that they appeared like flashes for the other Heros watching the battle of the cosmos.

Even after this, Saitama, being the bald hero we all love, was more concerned about his outfit. He never fails to crack me up.

Garou hadn’t given up; he boasted about a secret martial art technique known as “Shakkei,” where the martial artist imitates the movement of living things and ultimately borrows its powers.

Garou called these “modes” to sound cooler and demonstrated by going into “Mode: Saitama,” where his blank visage turned into Saitama’s face, and he used Saitama’s Consecutive Normal Punches move on Saitama.

Saitama used his own Consecutive Normal Punches move on Garou. It’s like two cats fighting, and they both landed in the ocean.

Finally, Garou delivered the final blow: the Gamma Ray Burst with Satitama flying off somewhere.

Garou got ahead of himself and pondered if he had become the “Absolute Evil.” With this, he took on S-Class heroes like Child Emperor, Blast, etc.

He then killed Genos to lure Saitama out, and boy, was he right. Saitama was furious with Garou and launched a Serious Punch, and to keep up, Garou mimicked him with the mode: Saitama.

Before their epic punches could collide, blast formed a portal to save Earth from its destruction. Both of them end up landing on Lo, one of Jupiter’s moons. They have another battle here.

Finally, Saitama delivered the finishing blow and punched Garou in the face, which shattered Garou’s mode: Saitama.

After accepting defeat and realizing that Garou had accidentally killed Tareo, he asks Saitama for a favor.

That was to copy his time travel technique and return to the past to stop this outcome.

God intervened again, turning Garou’s body into Salt. Fortunately, Saitama was already on the move and Traveled back in time right up to the moment when Garou had received those divine powers and entered “Cosmic Fear Mode.”

Saitama launched a mighty punch into Garou’s face, defeating and turning him into a human being again. With this, even Saitama returned to his “past” self and forgot what actually happened.
