Kuroko finds out the place is Judgement branch School district 2. Shoukhuo tracks down Mikoto and admits she hid information to keep her safe from the other group who are tracking her to gain access to the Misaka Network. 

Mikoto fights with Shokuhou for withholding the information that caused Kongo’s life. She further reveals that Gensei Kihara is the head behind the Level 6 Shift project.

As the two of them head to infiltrate the conference building, Kihara awaits for them. Kuroko, Kazari, and Ruiko dig details about Mitori.
