In last week’s episode, Picard and Guinan are apprehended by the FBI. Guinan learns that Q is not actually immortal and can sense that his powers are waning. Picard manages to convince the FBI operative to release them after Guinan’s telepathic aid.
Meanwhile, Seven of Nine and Raffi go searching for Jurati and come across all the destruction the Borg Queen has caused. The Borg Queen manages to secure the metals she needed and starts building an army.

Star Trek: Picard Season 2 Episode 9 Speculation
Upon learning the horrifying truth about the fact that she is actually the newest in a long line of clones, Kore angrily confronts Soong about the lies and betrayal.
She takes the serum from Q and leaves Soong since she’ll be able to survive the outside environment.
Soong, miserable and alone, gets an unlikely visitor. The Borg Queen proposes an alliance, offering him a leadership role, to which Soong agrees.
Using his resources, she can now assimilate other individuals into the Borg Collective. How will Picard and his crew deal with this new complication? Find out in the next episode.

Star Trek: Picard Season 2 Episode 8 Recap
Picard and Guinan get apprehended by the FBI and are being held in an off-books facility. They are suspected of being extraterrestrials trying to sabotage the NASA Europa mission.
Being caught teleporting on CCTV footage was bad enough, but the situation becomes worse when an FBI operative tells them they’re aware of Picard’s presence at the recent NASA gala.
Guinan learns that she was able to get Q’s attention and that Q was actually posing as an FBI operative. She’s able to sense that Q’s waning powers mean that he is actually dying.
As Picard is being interrogated alone, Guinan telepathically sends him a message about his interrogator’s childhood trauma. Picard talks him through it and manages to convince him to release them.
Meanwhile, Seven of Nine and Raffi come across the destruction the Borg Queen caused, making even more disruptions in the timeline. She murders a man when she fails to assimilate him.
The Queen needs additional materials to assimilate Jurati completely and she almost kills Seven of MIne and Raffi in the process, but Jurati’s consciousness forces the Queen to spare their lives.
Kore starts digging around her father’s lab and uncovers all his unethical experiments and is horrified when she comes across a dark secret about herself.
