Episode 11 Speculations
I tried to reason with myself that this is an anime, but it was still infuriating to watch. To make the slums better, Kazuya just broke the old buildings down to make new ones.
Where were the people living when it was under construction? People would have to make temporary shacks to survive, which is worse.
Destroying a slum destroys many pivotal economic connections and would be a significant blow to the economy. Okay, let’s forego that for now.
He gave the dwellers free housing. Not even low cost? It goes against all his previous beliefs of being a harsh and absolute ruler.
Now Kazuya is going to end the refugee problem. I do not doubt that he will succeed in solving this problem, not because I have faith in him but because it’s an anime.
The mysterious character Brad will also have something to do with their liberation.

Episode 10 Recap
Kazuya, Liscia, Carla, and Owen are walking the streets, disguised as adventurers. Owen stops them midway, saying if they walk any further, they’ll enter the slum area. It is a dark, dingy, dirty place where crimes happen.
He’s completely turned the place upside down. As you walk inside, you see children playing and a sign that says “wash your hands and gargle.” The streets are wider and the buildings more new, open and sunny.
Kazuya ordered several places to be torn down and constructed anew. The dwellers were moved into these new houses free of cost. They were also educated on germs with the help of another race.
This race has a third eye that can see germs, and Kazuya even gave them the idea of inventing a machine that could help regular people see them. Kazuya introduces a woman of that race, named Hilde, to his party.
Then they visit the newly established jobcentre, where Kazuya aims to make civil servants of slaves. Children’s attendance is high because of school lunches, and adult attendance might be low but will increase.
From there, they go outside the walls, where Hilde’s partner Brad is. The refugees go about their business with hunger in their eyes. Kazuya’s party comes upon hooligans trying to kidnap refugee children.
The adventurers fight and capture them. Kazuya questions them, and it turns out slave owners paid them to bring women and children, who they plan to sell. The money they will use to flee north. The adventurers beat the bad guys up.
Kazuya tries to meet the chief of refugees to end the refugee problem.

How a Realist Hero Rebuilt the Kingdom is a light novel series by Dojyomaru and Fuyuyuki. It was adapted into a manga in July 2017 and is inspiring an anime that will release in July 2021.
Kazuya Souma is summoned to another world as a hero who needs to save the day or rather an entire kingdom. He is handed over the crown of Elfreiden.
The kingdom is failing politically and economically. Souma, with his intellect and rational thinking, starts to rebuild the nation bit by bit from the inside out.
