After hearing the President’s words about Fukuchi, who recently agreed to head a vast anti-terrorist organization and gained the support of the people, Rampo goes to meet him. He explains his story and asks Fukuchi to defend the actual side of justice.

He will likely try and flee the scene entirely, as even Rampo has warned him that there is no hope of winning against Fukuchi head-on. Atsushi will have to resist the temptation to fight and try to recover the page, but that will still be challenging.

Minoura rams into the arresting police car and saves Rampo, all according to his plan. However, while making a run for it under the cover of the night, a police squad catches them and surrounds the two. Luckily, a lot of police officers as well as citizens, were moved by Rampo’s speech and came to his rescue.

He explains to Minoura that he had just taken a leap of faith with that speech, and it, fortunately, turned out that the police he had helped in the past returned the favor. Atsushi reunites with Kunikida and Rampo, and they all gather to plan their next move against the Decay of Angels.

Fukuchi meets with two officials who propose the creation of a counter-terrorism organization. They ask him to lead the task force, independent of all government and external parties. He disagrees with their initial request because he wants the organization’s priorities changed according to his needs.

A press conference is held to announce the start of the defense force and begins with elaborating on its need. He wants to rename it from the Supernational Armed Security Force to The Army of Mankind, so that it fits in with the goals of all the people, not just the government.

Returning to his room, Fukuchi finds Rampo sitting on his chair, introducing himself as the most wanted terrorist. On an illegal smuggling ship with Atsushi, Rampo, and Fukuchi move on to the next stage of their plan. Rampo uses his Ultra Deduction to find the culprit behind Kamui’s attacks.

However, once he gets his findings, he immediately uses the book to escape and tells Atsushi to run. Fukuchi attacks after realizing that the gig is up; he is Kamui. Explaining that his path with the President diverged after experiencing the brutality of war, Fukuchi reveals the page to Atsushi.

Atsushi puts on the face of a warrior, ready to fight against the person responsible for everything that has happened so far. He cuts off Atsushi’s leg from across the deck, and Fukuchi’s incredible aura fills him with fear.
