Fukuzawa explains that the chief commander of a united world would run a dictatorship instead, and there would never be peace. Fukuchi says that’s precisely why he configured the One Order to obey Fukuzawa’s voice. If he became the commander, all would be well. Before he can take on the mantle, he has to kill Fukuchi.

However, Fukuzawa can’t bring himself to stab his dear friend. Teruko kills him from behind, apologizing the entire time, and hands his sword to Fukuzawa. Rampo joins Fukuzawa after Fukuchi’s death and gives him the radio to control the world.
