Devil Fruits in One Piece grant insane, superhuman powers to their consumers in exchange for the ability to swim.

Whatever the type – Logia, Paramecia, or Zoan, Devil Fruits always make users stronger than they were before they ate them.

However, there are some people across the seas who have found ways to remain legendary without ever eating a Devil Fruit.

Be it by honing their Haki, training in swords/gunmanship, or perfecting their combat skills, some of these heroes have managed to even outperform Devil Fruit-using opponents.

In this list, I consider the top 15 strongest non-Devil Fruit users currently alive in the One Piece universe.

15. Lucky Roux

Lucky Roux of the Red Hair Pirates is best known for being the one who found the Gomu Gomu no Mi, which was later eaten by Luffy. But Lucky himself is no Devil Fruit user.

We don’t know much about him except that he’s a chunky tank of a pirate with a high bounty on his head.

In chapter 957, Lucky is mentioned alongside the likes of Benn Beckman and Yasopp as being wanted by the Marines.

Being a combatant, Lucky used a flintlock pistol to shoot a mountain bandit threatening Shanks. He did this point blank, without even looking at him.

14. Jinbe

Former Warlord of the Sea and former member of the Sun Pirates, Jinbe the fish-man has proven his might multiple times. He is currently the helmsman of the Straw Hat Pirates, and a master of Fish-Man Karate.

The Knight of the Sea didn’t need a Devil Fruit to karate-slap a fellow Warlord like Gecko Moria, a Paramecia-type Devil Fruit user.

Jinbe’s strongest suit is his endurance. He’s a whale shark, and has survived Akainu’s Devil Fruit induced magma punch in the past.

He has also taken blows from Big Mom, and survived being dunked in boiling water at Impel Down.

13. Ashura Doji

Known as the Strongest Monster of Kuri, Ashura Doji is one of Oden’s 9 Red Scabbards.

Being a samurai, he is an incredibly skilled swordsman. He managed to slash Jack, Kaido’s third strongest man, right across the chest, leaving a bleeding scar. Kaido himself tried to recruit Ashura as part of the Beasts Pirates.

Since Ashura was a dangerous criminal in Kuri, Wano, it took the late shogun Oden to fight and defeat him.

He becomes the leader of the Mt. Atama Thieves and takes on the alias of Shutenmaru of Atamayama. He and his followers raid Orochi’s farm without being apprehended by anyone.

Ashura is a user of advanced Armament Haki or Ryuo and uses it to harden his swords, enough to cut through Kaido’s skin.

12. Kyoshiro/Denjiro

Denjiro is the most skilled swordsmen of Oden’s retainers.

Denjiro takes on the title of Kyoshiro after Oden’s death and becomes a Yakuza boss, forming a family of his own called the Kyoshiro Family.

During Yasuie’s execution, Denjiro goes up against Zoro, and is able to fight toe-to-toe with him – although, of course, Zoro had only 2 swords at the time.

He is also able to cleanly cut through a Beasts Pirates ship. Kyoshiro has gone up against the likes of King, Queen, Orochi, and Kaido, managing to penetrate the latter’s tough skin.

11. Inuarashi and Nekomamushi in Sulong form

Kyoshiro is stronger than Inu and Neko, but in their Sulong form, they easily become the most powerful of Oden’s vassals.

These Mokomo Dukedom rulers don’t need no Devil Fruit to enhance their powers. With the power of the full moon, they morph into their Sulong forms, which gives them increased strength, speed, and endurance.

The magnified abilities of this duo are of no match for Jack – they defeat Jack the Drought after days of fighting and losing a limb each.

Even though Devil Fruit warrants a permanent power up, Inu and Neko’s short-term Sulong boost is an equally enviable ability – it gives them multiplied Electro and Haki usage.

10. Yasopp

Yasopp, like Lucky Roux, hasn’t really had a lot of screentime, but it’s obvious that he is an incredibly strong non-Devil Fruit user.

Yasopp is the sniper of the Red Hair Pirates and so, naturally, has great marksmanship. In his own words: “I could shoot the antenna of an ant 100 ft away.”

His reputation was such that Shanks literally went in search of him in order to recruit him on his crew. Usopp, being his son, one day dreams to be as skilled a sniper as him.

9. Sanji

Sanji of the Straw Hat Pirates is not to be underestimated. Although he is officially the cook, he single-handedly sends Kaido’s second-strongest man, Queen, hurtling off the island of Onigashima, with his Ifrit Jambe.

Sanji’s substitute for Devil Fruit is his Diable Jambe, a move from his self-created Black Leg Style, that could counter a move from Big Mom.

I am not even going to mention his Germa 66 raid suit, because Sanji is magnificent even without it, as we see in his fight against Queen. So, no-suit, no-fruit, Sanji dominates.

8. Zoro

Straw Hat combatant and second-in-command, Roronoa Zoro, is a bonafide non-Devil Fruit using badass.

He destroyed King, who is only weaker than the Yonko Kaido. King is a Zoan-Fruit user and was fully amped up during the fight.

Zoro used Haki, tactical abilities, along with his unbelievable swordsmanship, to slice King and his Flame Dragon.

Zoro spent 2 years training under the world’s greatest swordsman, Dracule Mihawk, who is third on this list.

Despite having no Devil Fruit power, Zoro has the power of his 3 swords – Ichimonji, Kitetsu, and Enma, as well as 3 types of Haki.

7. Vista

Vista is one of those characters who people often forget despite him being mega-powerful. He is the former 5th division commander of the Whitebeard Pirates – and the strongest swordsmen in the crew.

He was able to match up against the swordsmanship of Mihawk, who himself applauded Vista’s techniques after battling him during the Marineford arc.

His sabers generate flower petals, giving him the epithet of Vista of the Flower Swords. According to Akainu, Vista is also a skilled user for Armament and Observation Haki.

6. Benn Beckman

People don’t include the likes of Benn Beckman in most listicles because not much is known about him. But I believe that would be a grave injustice, especially if we’re talking about non-Devil Fruit users.

As far as we know, none of the Red Hair pirates have consumed Devil Fruits, so it’s safe to assume that whatever power Beckman has shown us has come from other means.

He has the highest IQ of any character introduced in the East Blue Saga, and is equally gifted in physical combat.

He destroys the mountain bandit Higuma and his entire crew with a single cigarette and a flintlock that he doesn’t even fire.

5. Kong

Kong is not someone we often see listed alongside pirates. But if you can become the World Government’s commander-in-chief without the help of a Devil Fruit, you definitely deserve to be #5. 

We know close to nothing about this mean-looking fellow other than the fact that he was the fleet admiral during Rogers’ execution.

His current status however, lets him revoke the Warlord of the Sea status without lifting a finger, and can command the entirety of the Marines.

He is only answerable to the Five Elders and to Im. We are yet to see what Kong is capable of.

4. Silvers Rayleigh

Silvers Rayleigh, aka the “Dark King”, is the former first mate of Gol D. Roger, the late Pirate King. Due to this, he’s often regarded as the strongest right-hand commander in One Piece.

Rayleigh has mastery over all 3 kinds of Haki. We see him relay his Observation Haki to sense a whole island’s worth of people, and use his Armament Haki to pierce Admiral Kizaru’s body despite him being sheathed by his Devil Fruit powers.

Not a lot of people can swim at all considering most characters are Devil Fruit users. But despite being well into his 70s, our man swam the entire length of the Calm Belt, slaying numerous Sea Kings along the way.

How many old men do we know in the One Piece-verse who can do that?

3. Mihawk

If there is one person who would consider gaining Devil Fruit abilities as cheating, it’s Dracule Mihawk. One doesn’t just become the strongest swordsman in the world with external aid.

Mihawk has exceptional control of Haki and unreal eyesight, which compensates for Devil Fruit-induced superpower.

Mihawk has gone against Zoro and Vista, but his true skill has yet to be seen.

His complete mastery with his sword puts Mihawk almost at Yonko level.

2. Garp

Monkey D. Garp is straight up one of the strongest characters in the One Piece series. Although he is well past his prime, Garp stands at a solid #2 on my list of most powerful non-Devil Fruit users.

Garp was so strong that even Gol D. Roger, the Pirate King, wasn’t able to defeat him.

Garp is even (debatably) stronger than Akainu, because of his love for and will of Ace, his adoptive grandson. If it weren’t for Sengoku, Garp would’ve taken Akainu down.

What makes Garp such a powerhouse is his Haki. He tends to juice up his attacks with Armament Haki that is so powerful, that every punch hits like a cannonball. I mean, they don’t call him Garp the Fist for nothing.

Shanks, the captain of the of the Red Hair Pirates, is the strongest non-Devil Fruit user in One Piece. Shanks became the youngest Yonko, one of 4 most powerful pirates across the seas, despite having no Devil Fruit powers.

He is a user of all 3 types of Haki and it is believed that Shanks has incredibly powerful advanced Conqueror’s Haki though that has yet to be confirmed.

He stopped a full-blown attack from Akainu, repeatedly battled with Mihawk, and clashed evenly with Whitebeard with just one arm.

Shanks is as strong, if not stronger, than fellow Yonko, Blackbeard, who possess the might of 2 different Devil Fruits.
