The visual released along with the news features the other protagonist of the original series, Toshizo Hijikata. He is seen unsheathing his sword under a full moon with a fierce expression on him.
The OVA will be either a spin-off or an alternate universe since the original plot is based around the characters, Chizuru Yukimura and Toshizo Hijikata.
The new character revealed for the upcoming OVA, Sakai, is most likely the protagonist and a member of the Shinsengumi like the other characters from the original story. Shinsengumi is a special warrior police force to ward off demons and protect the people.
However, I guess that the writers may make him into a half-demon for this story.
